If I pay my Parking Charge Notice, can I then appeal after?

As per our terms and conditions, if you have paid a parking charge issued by NWCP, we take this is an admission of liability. Unless there are mitigating circumstances, we will not allow for an appeal to be lodged after the PCN has been made in full.

I have received a Parking Charge Notice from you, how do I make an appeal?

If you wish to contest a Parking Charge Notice we have issued, you can must do so by submitting your appeal within 21 days either via email to appeals@nwcarparks.co.uk or in writing to the following address:

N W Car Parks Ltd, Plumpton House, PO Box 1388, Blackpool, FY1 9PA.

All correspondence sent to us should include the five digit Parking Charge Notice number, your vehicle registration, your full name and address, the name of the driver (if different from the information we hold) and any additional or supporting evidence.

Upon receipt of your appeal the Parking Charge Notice will be placed on hold for the duration of the appeals procedure. Please allow up to 28 days for your appeal to be processed.

Can I discuss my appeal over the telephone with you?

Unfortunately we are unable to discuss or review any appeals over the phone.

Any correspondence regarding an appeal must be sent to us in writing, this is so there is a written trail of communication between both parties should the case escalate to county court proceedings.

We are however happy to answer any questions that you have regarding the appeal process or information we hold regarding the PCN.

How do I pay my Parking Charge Notice?

Payment can be made online via Ecom6, by debit/credit card calling our 24 hour automated payment line, by BACS/bank transfer directly to our bank account or via cheque/postal order. For more information please visit our Payment page.

Notification of a PCN has been sent to an old address that I no longer live at?

We receive the Registered Keeper details of a vehicle in breach of the terms and conditions of our car parks directly from the DVLA, it is the responsibility of the Registered Keeper to ensure their details that the DVLA have on record are accurate and up to date. Registered Keepers of vehicles need to ensure their address is updated not only on their driving licence, but also in their log book by completing a V5C form. I have checked my credit file and have an outstanding County Court Judgment (CCJ) issued from yourselves?

If a county court claim form has been issued for failing to pay outstanding charges and no admission, defence or payment is received within the time frame given by courts, then we will request that a county court judgement (CCJ) is entered against you in our favour.

The judgment will then be added to the CCJ register which will have a detrimental effect on your credit score for 6 years making it difficult when applying for things such as a mortgage, credit cards etc.

If you want to settle this debt then please email enquiries@nwcarparks.co.uk quoting the PCN number and court claim number. As per our company terms and conditions, we may allow you to pay any outstanding charges off in instalments, provided the proposed amount is reasonable.

How do I remove County Court Judgment (CCJ) from my credit file completely?

After a CCJ has been entered against you, you will only have one month from the date the judgment was issued to make payment in full and remove the CCJ completely.

If payment is made after the one month period and you still wish to have to CCJ removed completely rather than show as ‘satisfied’ on your credit file, we are happy to lodge a N244 application with the courts on your behalf to get the CCJ 'set aside'.

This is called an ‘application by consent’ and there will be a fee of £108.00 payable to NWCP for the N244 application, rather than £275.00 if you lodge the application with the courts yourself.

Once received we would draft what is called a Consent Order and a Settlement Agreement, these will need to be signed by yourself and returned back to us. We would then send these two documents to the Courts along with the N244 application with a cheque for £108.00 from our bank account.

As long as there is a genuine reason you did respond to the Claim Form or make payment in time (e.g. you changed address but forgot to update the DVLA), the application by consent will most likely be granted by the courts without the need for any formal hearing.

I have purchased a pay and display ticket from the ticket machine but did not receive any change?

Unfortunately the Metric ticket machines on our car parks do not give change, therefore it is the responsibility of the driver to enter the correct money into the machine.

If an overpayment has been made because you have entered the incorrect tariff amount as displayed on the signage, we will not be able to refund the monies as there is no way to allocate coins entered in the machine to a specific individual.

I am a tradesman and was working on site/nearby when the PCN was issued. Why has this parking charge been issued?

Anyone that parks on our car parks must abide by the terms and conditions outlined on the signage on site.

Workmen/tradesman are not exempt simply because you are working on site or nearby at the time a Parking Charge Notice has been issued to your vehicle.

Unless NWCP or the landowner have directly confirmed that your vehicle has prior authorization to park, the T&C's of the site will need to be followed as normal e.g. purchase and display a valid ticket from the machine or pay online via Parkonomy.

I had a valid permit/display ticket at the time of the PCN being issued, but I failed to display it/it fell off the dashboard, out of site from the windscreen. Can I appeal the parking charge?

Whilst we will still consider the appeal and any mitigating circumstances, it is ultimately the responsibility of the driver to ensure that when exiting the vehicle and leaving the car park that the valid permit/ticket is clearly on display.

Upon exiting the vehicle, you should have taken a quick look from the outside of the windscreen to ensure your permit/ticket was clearly displayed face up, so it can be seen by our parking attendant when patrolling the car park.

It is not the responsibility of our parking attendants to check the floors or seats to try to find your permit/ticket. The signs erected on the car park clearly state that permit/tickets must be clearly displayed.

I left a written note on my dashboard with my contact number on explaining the machine was down/I will pay later when leaving the car park etc. Why have I been issued a PCN?

Please be aware that we do not accept written notes being left on a vehicles dashboard as a valid form of ticket/permit.

It is not the responsibility of our office staff or parking attendants to contact the driver and request the vehicle is moved or to arrange payment.

If at the time of your vehicle being checked by a parking attendant you do not have a valid display ticket, permit or online booking then a PCN will be issued for breaching the terms and conditions of the car park as per the signage on site.
